Design-Build Project where ICE Teams was brought in by ARDOT to help them negotiate a re-scoping of their largest project ever performed in Arkansas.  The selected D-B team submitted a cost nearly twice the programmed budget. ICE was able to help ARDOT with an independent approach to the cost model as a benchmark for comparison to the Contractor. We worked with the team to maximize the scope of the project within the project budget.  ICE Teams identified the premium the contractor was charging ARDOT for having their proposed management team and resources.

The MOT on this project was particularly challenging.  The project replaced an existing bridge across the Arkansas River that has extremely heavy commuter and truck traffic between Little Rock and North Little Rock Arkansas.  We coordinated with the project team to establish the phasing plan which kept the project delays under the maximum 15-minutes allowed by the specifications.

For this project, ICE Teams provided independent cost estimating services.  We verified quantities, provided production-based cost estimates, reviewed the contractor’s schedule, and worked with them to optimize the construction duration, we were heavily involved in task force workshops, and we helped identify and mitigate project risks.
