Innovative Contracting and Engineering provided ICE services on Work Package 4, 5, and 6. Work package 4 consisted of the new construction of the piers and a new 2,200’ segmental box bridge. Work package 5 consisted of the structural steel strengthening, lead paint removal and repainting, along with sequential bridge deck removal and replacement. ICE Teams’ generated a full, separate steel retrofit estimate with project management, risk, labor, and equipment to remain within the weight limits of the carefully planned sequential repairs. The estimate considered labor shortages, multiple year project duration, phasing and coordination with the 2 other major contractors (decking replacement and paint), material lead times, winter construction and protection, limited storage capacity, on-site fabrication facilities, and limited access to the work site. This estimate provided a confidence level that gave the Department the reassurance that this major subcontracted item of work was in line with the potential sole source subcontractor. The remaining work on work package 6 completes the remaining historical spans and finishes the civil work to create smooth transitions for the surface streets to the new and rehabilitated bridges.
