US-89 Oakhills Freeway; UDOT Progressive Design/Build 

The services ICE Teams is providing includes independent cost estimating, risk management, construction scheduling, tracking innovations (cost and time savings), and constructability reviews. Ice Teams had successful contract execution and pricing agreements despite having several iterations of project phasing and funding change requirements that required close communication to understand all the project scope and phasing changes.

Project included widening US-89 from a four-lane arterial to a six-lane freeway from Shepard Lane to I-84 with limited access.

• Utilizing existing roads or constructing new roads to provide local, two-way access

• Providing access to the northbound exit ramp at Main Street from the one-way frontage road

• Constructing a modified one-movement continuous-flow intersection on Lloyd Road at the Main

Street intersection

• Grade-separating the Nicholls Road/US-89 crossing by providing a US-89 overpass and lowering Nicholls

Road by approximately five feet

• Constructing a diamond interchange at 400 North with a northbound jug-handle entrance ramp and

US-89 over 400 north

• Grade-separating the Crestwood Road/US-89 crossing by providing a US-89 overpass

• Constructing a diamond interchange at Oak Hills Drive, with US-89 over Oak Hills Drive

• Extending Gordon Avenue to US-89 and constructing a new diamond interchange at US-89, with US-89

over Gordon Avenue

• Constructing a tight diamond interchange at Antelope Drive with the northbound and southbound ramps

shifted east and US-89 over Antelope Drive

• Retaining the SR-193 interchange, with access to the northbound exit ramp at SR-193 from Valley View

Drive

• Extending the third northbound lane from South Weber Drive to 6600 South and constructing an

additional southbound lane from South Weber Drive to SR-193

• Replacing the bridge over the Weber River, contingent on funding

• Replacing the I-84 bridges over US-89, contingent on funding
