Rehabilitation of I-95 from I-495 to Brandywine River Bridge; Delaware DOT
The Wilmington Viaduct project is a road and bridge rehabilitation project along I-95 from I-495 to North of the Brandywine River Bridge. There are 17 bridges within the project limits, most of which have failing joints, cracking and spalling of concrete in the deck and/or substructure, and corroding structural steel. The scope of work includes a deck replacement for Bridge 1-749, deck patching and a new concrete overlay on 14 bridges, joint replacements including use of ultra-high performance concrete for the removal of select joints, parapet reconstruction, approach slab replacements, approach guardrail replacement, reconstruction of the at grade median barrier, pavement reconstruction or mill and overlay, bearing replacements, some painting of structural steel, some substructure repairs, replacement of sign structures and lighting. The project will also improve cross streets, ramp connections, with a focus on improving ingress and egress access to the City of Wilmington.
The services ICE Teams is providing independent cost estimating, risk management, construction scheduling, tracking innovations (cost and time savings), and constructability reviews. During the GMP negotiations ICE helped DelDOT and the contractor mitigate perceived contractor risks and reduce cost from $255 Million to $178 Million over a three month period. We were able to save over 4000 tons of CO emissions from trucking by optimizing the design and construction practices. Not only did it reduce CO emissions, it reduced traffic congestion and wear and tear on existing roadway. Optimization of project schedule, phasing, and early work packages saved the project a whole construction season while maintaining continuous mainline traffic movements.
